2 PLANT OPERATOR POSITIONS:

Title: Plant Operator - Southeast Wastewater Treatment Plant-SEWWTP (Sewer Division)
Plant Operator - Water Treatment Plant (Water Treatment Division)
Dept.: Public Works

Nature of Work: These are regular, full-time positions in the Sewer Division and Water Treatment Division of the Public Works Department. Both Plant Operators are responsible for assigned duties related to the operation of the City's Wastewater Treatment system and Water Treatment Plant, respectively. The SEWWTP Operator reports to and is evaluated by the SEWWTP Superintendent. The Water Treatment Plant Operator reports to and is evaluated by the Water Operations Manager.

Essential Duties:
1. Perform preventive maintenance checks/rounds of the complete plant complex every two (2) hours regardless of weather conditions. These checks/rounds include walking to floors of different levels, opening and closing heavy doors and gates, going up and down stairways, entering confined spaces, climbing up and down entrance ladders, reading and recording numbers from various meters and gauges and using standard mathematical calculations in this process, checking operating machinery and equipment for unusual noises, checking bearings for overheating and adding oil to equipment as needed. Enter findings of above rounds in a Log Book.

2. Respond to the Inter-Plant Safety Call System, the Sewage Pumping Stations Alarm System and In-Plant Equipment Safety Alarm System:

a. The Inter-Plant Safety Call System includes the making of and receiving telephone calls at designated times between the two Wastewater Treatment Plants and the Water Treatment Plant to help ensure the safety of the on duty operator.

b. The Sewage Pumping Stations Alarm System includes receiving telephone calls which are made by the automatic dialing and voice alarm system in each sewage pumping station when a problem arises. Taking information from voice on monitor and then punching 9 on the phone as a signal of acknowledgment.

c. The In-Plant Equipment Alarm System includes visual observing red and green indicator lights and listening for a buzzer alarm when a problem arises with the monitored equipment. When a problem is noticed, an acknowledgment button must be pushed and then a physical inspection made of troubled area.

3. Pick up liquid samples from various areas of the plant for the purpose of testing in either the plant laboratory or the Central Laboratory which requires walking around open tanks on grating walkways and entering confined spaces. Perform laboratory tests as required, which involves using various laboratory instruments and chemicals and recording the results in writing and/or into a computer, using a self-contained air breathing unit when handling chlorine and/or entering a confined space.

4. Observe the appearance of the raw sewage entering the plant for color, odor, and temperature which requires walking around open tanks and entering confined spaces.

5. Assist in maintenance of all treatment plant facilities, equipment, and remote pumping stations, requiring the performance of all phases of janitorial and maintenance duties. Use miscellaneous hand tools, perform minor electrical repairs, use various power tools such as drills, saws, weed eaters, lawn mowers, buffers, manually conduct a pre-operation visual and manual check to vehicles and equipment before use and correct any problems, work in tanks that sewage sludge which requires wearing hip boots and using small tools.

6. Manually handle soda ash which is in fifty (50) pound bags.

7. Comprehend and follow oral and/or written instructions.

8. Manually operate gate, plug, butterfly, sluice gates, and other standard water valves using hand wheels, bars, chains, or wrenches.

9. Be knowledgeable of and practice good safety procedures in process of work.

10. Perform operational duties on a computer (SCADA system).

11. Operate variable frequency drives both automatically and manually.
12. Use tact and good judgement and utilize strong and effective interpersonal skills in interacting with co-workers and the public. Work effectively both independently and as a team member.

Other Duties: Perform other tasks as assigned for the overall operation of the Water & Sewer Department.

Work Environment: Work is performed in and around a plant setting as well as outdoors and exposes the employee to fumes, odors, dust smoke gases, excessive noise, extreme heat/cold weather, and working in and around moving vehicles. Protective equipment such as ear plugs, hard hats, safety glasses, gloves and steel toe shoes are worn.

Physical Demands: Work requires frequent walking, bending, crawling, climbing ladders and stairs, working in confined spaces, and occasional lifting of moderately heavy objects up to 75 pounds. Work also requires the ability to sit for extended periods of time, to operate vehicles, and to perceive and/or discriminate colors, sounds, depth, and texture.

Minimum Acceptable Qualifications: Must have a high school diploma or equivalent; possess a valid Illinois drivers license and must obtain a valid Commercial Drivers License (CDL) Class B with tank endorsement within sixty (60) days of employment. A calculator/math test must be passed by those selected for interview. Must pass pre-employment drug screening test and background check.

JOB OPENING ANNOUNCEMENT/JOB DESCRIPTION

TITLE: WATER OPERATIONS MANAGER
DEPT./DIV.: PUBLIC WORKS/WATER TREATMENT PLANT, WATER DISTRIBUTION, SEWER COLLECTION, METER AND RELIABILITY

NATURE OF WORK: This is an administrative and supervisory position for the coordination and implementation of the operating procedures for the Water Treatment Plant, Meter and Reliability Division, and the Water Distribution and Sewer Collection system. The Water Operations Manager supervises personnel, plans, organizes, and supervises operation, maintenance and capital improvement programs of the Water Treatment Plant, Meter and Reliability, Water and Sewer Distribution and Collection system; is responsible to deliver and maintain safe, potable water to the customers of the City of Carbondale; completes all reporting to Federal, State and City governments in a timely fashion; and analyzes and develops programs to keep the City in compliance with all Federal, State, and City governments. The Water Operations Manager reports to, and is supervised by the Public Works Director.

ESSENTIAL DUTIES:

1. Plans, organizes and supervises the proper operation and maintenance of machinery and equipment at the Water Treatment Plant, pump stations, towers, transmission lines, distribution system, collection system and metering system.
2 Administrative duties include: schedules manpower and equipment; analyzes and interprets laboratory data and makes treatment changes as necessary; develops and schedules training programs; prepares reports required by E.P.A. and City; prepares annual budgets; reviews and comments on site plans and subdivision developments; develops and evaluates personnel; initiates personnel disciplinary action when necessary; contributes to the planning and coordination of the Water and Sewer operations Capital Improvement Program; establishes and maintains record keeping system for billing, maintenance, preventative maintenance and meter reading. Works closely with the Finance office to coordinate and maintain the computerized meter reading program. Operates all divisions as cost effectively and efficiently as possible.
3. Requires considerable practical and supervisory experience in the operation and maintenance of the Water Treatment Plant, pump stations, towers, transmission lines, distribution system, collection system and metering system. Thorough knowledge of the physical and chemical process in the treatment and delivery of surface water supply. Complete knowledge and understanding of the hazards to health and safety associated with water treatment.
4. Knowledge of electronics, computers and SCADA system.
5. Travel to conferences and training to maintain certification.
6. Involvement in local and State water related organizations.
7. Ability to plan, organize, implement, delegate and direct the work of skilled and semi-skilled personnel performing various tasks related to the operation,.
8. Establish training programs and insure the safety of the work force.
9. Ability to maintain accurate records and prepare operational reports.
10. Ability to understand and operate a computer for preparation of these and other reports.
11. Good interpersonal skills with ability to communicate effectively both orally and in writing.
12. Work effectively with the public.
13. Team player with a high level of integrity.

OTHER DUTIES: Perform all other related supervisory duties and assignments related to overall operation of the Water Treatment Plant, Meter and Reliability, Water Distribution and Sewer Collection divisions.

WORK ENVIRONMENT: Work is performed mostly in an office setting, occasionally outdoors exposing the employee to extreme heat/cold weather and other adverse conditions. May require the operation of a vehicle during the course of the work day in a variety of weather conditions to attend meetings and to conduct field work.

PHYSICAL DEMANDS: When in an office, work requires the ability to sit for extended periods of time and to operate personal computers. Work requires occasional physical tasks such as sitting, standing, walking, climbing and balancing on ladders and scaffolding, working at heights, climbing stairs, bending, stooping, crouching, kneeling, working in restricted and/or confined spaces, lifting and carrying objects of weights in excess of 50 pounds. Work also requires the ability to perceive and/or discriminate colors, sounds, odors, depth and texture.

MINIMUM ACCEPTABLE QUALIFICATIONS: Bachelor degree in related field with a minimum of five (5) years of water plant operation with administrative and supervisory responsibility. Must hold or be able to obtain an Illinois E.P.A. Class “A” Certification within six (6) months of employment. Must be approved by the I.E.P.A. as the “Responsible Operator in Charge” of both the Water Treatment Plant and the Water Distribution System. Experience may be substituted for some education at the City’s discretion. Must have and maintain a valid drivers license; and must have or obtain and maintain a valid Illinois Commercial Drivers License (CDL) B with air brakes and tanker endorsement within 60 days of employment.
