
The Illinois Department of Commerce and Economic Opportunity has selected the City of Carbondale to implement a Community Development Assistance Program (CDAP) for housing rehabilitation.
The program can provide repairs to owner-occupied homes in a targeted area of the City of Carbondale. The targeted area includes the portion of Northwest Carbondale that is North of West Sycamore, south of West Willow and bounded by parts West and East of North Oakland and West of North Bridge. Eligible houses will be brought up to the City’s Housing codes which can include roofing, wiring, plumbing and weatherization. General improvements such as siding, deck repairs and painting may also qualify.
Homes must be in the Carbondale targeted area. (See map at left) Income eligibility is based on a projected twelve month annual adjusted gross income from all sources, and must be less than or equal to 80% of the area median income by family size. Applicants must supply the City with complete and accurate information required to determine eligibility. The property to be rehabilitated must be owned and occupied as the principal residence. Meeting these requirements does not guarantee participation in the program.
Complete and return the application, release of authorization, demographic information (optional) and all necessary documentation, to Khristina Vaughn, 2nd Floor, Development Services, City Hall / Civic Center or sent it to Ms. Vaughn's attention at P.O. Box2047, Carbondale, Il 62902.
Applications will be ranked on an established selection criteria and housing needs assessment. In screening applicants for CDAP, the same selection criteria will be applied to all applicants regardless of race, color, creed, religion, sex, national origin, age, familial status, ancestry, military discharge status, marital status, receipt of Governmental assistance or disability.
The applications with the highest number of points will have a specific work write-up done and will be sent out for bid with area contractors. Homes will be funded based on ranking order until all funds are expended.

Maximum Home Value After Rehab: $258,690
Grant Requirements: Must own and occupy the home, have homeowner’s insurance, have property taxes up to date
Maximum Assistance: Approximately $40,000
