The Primary purpose of the Carbondale Information and Telecommunications Commission is to review the operations of the Cablevision system in the city; in order to carry out this purpose, the Commission does the following: (1a.) Advise the City Council on matters which might constitute grounds for revocation of the franchise; (1b.) Advise the City Council on disagreements among the franchisee, subscribers, and public and private users of the cable service; (1c.) Advise the City Council on the regulation and application of rates. (2) Make an annual report to the City Council evaluating the cable service providers in the City; (3) Advise the City Manager, if requested, concerning the audit of franchisee records; and (4) Investigate complaints filed by any subscriber to the cable service within the City of Carbondale; and (5) Encourage the use of and access to cable service channels among the widest range of institutions, group and individuals within the city. It shall be the purpose of the commission to address and discuss issues involving informational services and telecommunication services, including, but not limited to matters involving the operations of telecommunication providers in the City.
Composition: Seven members appointed by the Mayor, with the consent of the Council. Specific membership on the Commission includes; (1) One SIU student; (2) One representative from the SIU Chancellor's Office; (3) One representative from the SIU College of Mass Communication and Media Arts; (4) Four citizens of the City of Carbondale who are subscribers to cable services; and (5) One City Council member who serves as a not-voting, ex-officio member. The members elect the Chair. The representative from the Office of the Chancellor of Southern Illinois University and the representative from the College of Mass Communication and Media Arts need not be residents of the City but must live within the mile-and-one-half boundary of the City. The Carbondale Information and Telecommunication Commission, in accordance with the City Code, consists of a diverse cross-section of Carbondale citizens who are appointed by the Mayor, with the consent of the City Council. The Commission's charge is to provide oversight to the City's cable franchise agreement (see Franchise Agreement Final, Effective October 31, 2006 ). The Commission advises the City Manager and City Council in cable franchise negotiations; keeps City Council apprised of issues that may constitute grounds for revocation of franchise agreements; mediates disagreements among franchisees, subscribers, and public and private users of cable services; prepares annual reports to present to the City Council evaluating the cable service providers in the City; and analyzes the audit of franchisee records.
