The Development Services Department is responsible for community and economic development activities, including planning, zoning, site plan and subdivision review, housing rehabilitation, rental housing inspection, building inspection, code enforcement, historic preservation and Downtown development. The mission of the Development Services Department is to protect the public health and safety, enhance the quality of residential and commercial areas and facilitate the orderly growth and development of the community. The Department is comprised of four divisions: Development Management, Planning Services, Building and Neighborhood Services and Downtown Development.
The Development Management Division oversees the operations of the other Divisions and assists with the City's economic development activities. The Development Services Director serves as a member of several boards responsible for economic development in the community.
The Planning Division is responsible for the administration of the City's zoning, subdivision and site plan regulations; coordination of annexations; maintains the Comprehensive Plan; and provides staff support to the Planning Commission, Zoning Board of Appeals, Preservation Commission and Downtown Development Division.
Downtown Development is responsible for implementing Downtown improvement projects and assisting Carbondale Main Street with Downtown activities.
The Building and Neighborhood Services Division is responsible for reviewing plans and inspecting buildings to ensure compliance with building codes; issuing construction and demolition permits; enforcement of environmental and building codes; administration of the City's housing rehabilitation programs and mandatory rental housing inspection program. The Division provides staff support to the Building Board of Appeals and the Energy and Environmental Advisory Commission.
