PROJECT DESCRIPTION:
General Construction including mechanical, electrical, plumbing and fire protection for a new 12,000 fire station, with a 1,003 s.f. mezzanine.

TIME AND PLACE OF BID OPENING
The Owner will receive sealed bids until 3:00 p.m. local time (CST); Tuesday, November 13, 2012 at the Finance Department, Purchasing Office, 200 South Illinois Avenue, Carbondale, Illinois.

Bids received after stated time will not be accepted and will be returned unopened.
Bids will be opened publicly and read aloud at 200 South Illinois Avenue, Room 103, Carbondale, Illinois, at 3:00 p.m. local time (CST).

A Pre-bid Conference will be held on October 24, 2012 at 3:00 p.m. at the City Hall Building in Room 103, 200 South Illinois Avenue, Carbondale, Illinois. This meeting is NOT MANDATORY bur it is strongly recommended that all prospective bidders attend.

CONTRACT TYPE
Bids will be based on a single lump sum general construction contract.
Bids shall include not less than the prevailing hourly wage rate determined by the Illinois Department of Labor.

Deposit checks will be returned to Bidders who return the documents to the place of origin in good condition within 10 days after the opening of bids. BID STIPULATIONS
A Bid Bond or Certified Check made payable to the Owner, in the amount of 5% of the Base Bid shall accompany the Bid as a guarantee that the bidder, if awarded the contract, will furnish a satisfactory Performance and Payment Bond; execute the contract; and proceed with the work. The Owner reserves the right to reject any or all bids, to waive any informality or to accept any bid which in the judgment of the Owner may be most advantageous to them. Bidders must be in compliance with the rules and regulations of the Fair Employment Practices Commission. No Bids may be withdrawn after the opening of bids, without the consent of the Owner, for a period of ninety (90) days thereafter.

Separate, sealed proposals (Bids) will be received by the City of Carbondale, Illinois, 200 South Illinois Avenue, Carbondale, Illinois 62901, until 2:00 p.m. prevailing time, August 8, 2012 for the above Project at which time Bids will be publicly opened and read aloud.  Any Bid received after the time and date specified shall not be considered. 

The work includes, but is not limited to, constructing an 18” connection at the existing water main on Grand Avenue, extending 18” water main on Lewis Lane, 8” connection to existing 8” water main at Lewis Lane and Park Street, extending 18” water main on Park Street to connection at proposed water storage tank.  The work also includes installation of fire hydrants and other appurtenances associated with the water main.  Total water main installation length is approximately 1,680 feet of 18” water main and 12 feet of 8” water main.

Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA).  Neither the State of Illinois nor any of its departments, agencies or employees is or will be a party to this invitation for bids or any resulting contract.  The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (35 IAC Part 662), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, and the Employment of Illinois Workers on Public Works Act (30 ILCS 570).  This procurement is also subject to the loan recipient’s policy regarding the increased use of disadvantaged business enterprises.  The loan recipient’s policy requires all bidders to undertake specified affirmative action efforts at least sixteen (16) days prior to bid opening.  The policy is contained in the specifications.  Bidders are also required to comply with the President’s Executive Order No. 11246, as amended.  The requirement for bidders and contractors under this order are explained in 41 CFR 60-4.”

The successful bidder will be required to agree to pay the higher wage rate between wages for the Illinois Prevailing Wage Act and the Federal Davis-Bacon Wage Act to all workmen, laborers, and mechanics performing their work under this contract.
