Bids will be received until March 21, 2011 at 2:00 p.m., by mail or delivered by hand to the Finance Department Purchasing Office, City of Carbondale, 200 South Illinois Avenue, Carbondale, Illinois, immediately after which time and at such place all bids will be publicly opened and read aloud.

Proposals shall be submitted on forms furnished by the City and shall be marked Bid No. 11-26. Plans and specifications may be obtained upon application at the Finance Department Purchasing Office, City of Carbondale, 200 South Illinois Avenue, Carbondale, Illinois, upon the payment of $50.00 per set. The payment shall be made payable to the City of Carbondale, and is NOT refundable.

Bid security in the form of a certified bank check or bank draft payable to the City of Carbondale, or a satisfactory bid bond, in the amount of 10% of the total bid price, as specified in Section 2-7 of the General Conditions, and the Bidders and Contractor’s MBE Participation Report, Contractor’s Affirmative Action Certification, Contractor’s Employee Utilization must be completed and shall be submitted with each bid. No bid shall be withdrawn for a period of forty-five (45) days subsequent to the opening of bids without consent of the City of Carbondale.

A pre-bid meeting is scheduled for March 10, 2011 at 2:00 p.m., in the Finance Department Library/Conference Room 1st floor, City Hall, 200 South Illinois Avenue, so that any questions may be answered at that time.

The Contract shall be awarded to the lowest responsible bidder complying with the provisions of this Invitation for Bids. The owner reserves the right to reject any or all proposals and to waive any informality or technicality in any proposal in the interest of the City.

Zoning Ordinance Update

Submittal Deadline: November 12, 2010

The City of Carbondale is requesting statement of qualification proposals from qualified consultants to provide professional planning services associated with updating the City’s zoning ordinance. The updated zoning ordinance should incorporate recommendations included in the new Comprehensive Plan.

Carbondale is located in southern Illinois, approximately 90 miles southeast of St. Louis, Missouri. Carbondale is the largest community in southern Illinois with a population of 25,597 residents. The corporate limits of Carbondale encompass approximately 17.32 square miles. In addition, the City exercises a one and one-half mile zoning and subdivision jurisdiction outside of the current City limits. Carbondale is home to Southern Illinois University Carbondale with an enrollment of approximately 20,000 students, of which 16,000 are on-campus students.

The City is seeking a qualified firm to contract for renovations, active mixing system installation, painting, and a ten (10) year maintenance service contract for one (1) welded steel water storage tank. It is the intent of the RFQB to determine the most qualified firm at a competitive bid which the City could contract with for renovations, mixing systems, and painting services.

The City reserves the right to balance bid costs with the firm’s qualifications. The City reserves the right to make an award to the contractor where the product or service meets the specifications, terms, and conditions and where bid is considered to best serve the City's interests.
