Bids will be received until Tuesday, February 2, 2010, at 3:00 p.m., by mail or delivered by hand to the Office of the Purchasing/Risk Management Coordinator, City of Carbondale, 200 South Illinois Avenue, Carbondale, Illinois, immediately after which time and at such place all bids will be publicly opened and read aloud.

A pre-bid meeting is scheduled for Friday, January 29, 2010, at 3:00 p.m., in Conference Room A at 200 South Illinois Avenue, so that any questions may be answered at that time.

Proposals shall be submitted on forms furnished by the City which may be obtained at the Office of the Purchasing/Risk Management Coordinator, City of Carbondale, 200 South Illinois Avenue, Carbondale, Illinois, and shall be enclosed in an envelope endorsed Bid No. 10-09, Demolition.

No bid deposit or performance bond will be required. Payment will be made on satisfactory completion. Completed EEO documents and references for similar work completed shall be required with each bid. No bid shall be withdrawn for a period of forty-five (45) days subsequent to the opening of bids without consent of the City of Carbondale.

The Contract shall be awarded to the lowest responsible bidder complying with the provisions of this Invitation for Bids. The owner reserves the right to reject any or all proposals and to waive any informality or technicality in any proposal in the interest of the City.

This Invitation to Bid should not be construed as a commitment of any kind on the part of the City of Carbondale, nor does it commit the City of Carbondale to pay for any costs incurred in the submission of a bid package, nor for any costs incurred prior to the execution of a formal Agreement. The right is reserved to accept any bid or any part or parts thereof, or to reject any and all bids. Any contract or contracts awarded under this invitation for bids are expected to be funded in whole or in part by the State of Illinois. Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the American Recovery and Reinvestment Act of 2009 (ARRA), the Davis-Bacon Act (40 USC 276a through 276a-5), as defined by the United States Department of Labor, and the Employment of Illinois Workers on Public Works Act (30 ILCS 570). Bidders are also required to comply with the President’s Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4.

Bid security in the form of a certified bank check or bank draft payable to the City of Carbondale, or a satisfactory bid bond, in the amount of 10% of the total bid price AND the completed EEO Documents shall be submitted with each bid. No bid shall be withdrawn for a period of forty-five (45) days subsequent to the opening of bids without consent of the City of Carbondale. Finally, bidders are required to comply with Section 1605 of the ARRA, which specifies that all iron, steel, and manufactured goods used in the project are produced in the United States.
